No, looking quickly at Wirt's paper it would help to have a degree in
the maths side of electrical engineering. I did control theory as part
of my degree, long long ago, and I can see bits of what he's on about.

 It's a paper for the IEEE, not a kiddie's introduction. 

Sooner or later if you want to explore a subject, so long as the subject
isn't Intelligent Design or Post-Millennial Dispensationalism, it gets
complicated and you have to use specialist words and get into some
maths.
