ALLBASE is cross platform with HP-UX and they probably 'borrowed' the code
long before POSIX was dreamed of on MPE. Hence, Itoa, a core UNIX procedure
now resides in the ALLBASE subsytem and was never moved to the POSIX
modules.   Yuck....
