Have they passed legislation to require a new "stadium tax" so the
owners don't have to shell out the big bucks?

Indiana is working on the same....

Part of ours is based on land grab for parking for the new COLTS stadium
here in Indy..

The Minnesota state legislature just tightened up eminent domain laws in
response to the liberal interpretation that some communities have
adopted in their quest for more tax dollars, which is the driving reason
behind most of the land grab.  I encourage you all to contact your
elected representatives.
