This is likely a problem of the user lacking SF capability, or "save file".
When you try to keep changes to your file using editor, do you get an error
message,

        USER LACKS SAVE FILES (SF) CAPABILITY  (FSERR 111)

To add the capability, log on as account manager, like MGR.MYACCT, and type

 altuser YOURUSER;cap=ia,ba,sf

This sets YOURUSER to have interactive, batch and save-file capabilities.

You may need more capabilites, such as logging (LG),
Process handling, (PH), DSLine access (DS),  multi-rin (MR) and
non-shared devices (ND).  So you'd type,

  altuser YOURUSER;cap=ia,ba,ph,nd,mr,ds,sf

And don't forget the SF at the end! :-)
