The patch Art may be referrng to is MPELXF7A for 6.5. (GR).

The problem this fixes is the result of a race condition when 2 processors
find a ready process and each tries to launch it but decides that the other
processor got the job done. The process is dropped from the ready queue
and zombied.

Another candidate may be MPELXB3A for 6.5 which is presently in beta
testing. This resolves a problem that can occur when Workload Manager is
used and there is at least one workgroup with a CPU maximum and there are
processes running within that workgroup AND a NEWWG command is
issued.

The MPELXF7 changes were submitted to 7.0 but MPELXB3 has versions
for both 6.5 and 7.0. Also, MPELXF7A is on 6.5 Powerpatch 2.
