You could have a "listener" program on the PC (easily written in VB) that
monitors the contents of a nominated PC directory.

When it detects that a file is present, import the data to the Access DB and
write a notification file to another nominated PC directory.

Periodically on the HP3000 you can FTP and check to see if the PC import was
successful (by seeing if the output file exists) and perform other automated
tasks.
