I have a program which has been linked to load 2 XLs, but it can't seem
to resolve anything except in XL.PUB. Anything in the second XL refuses
to link, regardless of the order in which they are set in linkedit via
ALTPROG.>>
 
1)  If the program were executed with ";LIB=P", it would override the
linked-in XL list
2)  If PUB has PM turned on (not likely, but possible), no
non-PM-group-resident XLs that appear after anything.PUB in the XL search
list will be searched. Though I think the CI issues a warning in this
case.
3)  Probably other reasons too.
