Actually, the developed programs on the CSL remain the property of the
contributor. I believe Interex had tried to control this a couple of
times and failed.
You may need the author's cooperation, but as you put it, I only pretend
to be a lawyer. Worse case is if somebody says 'Hey, that's mine and you
can't have it", then you will have to pull it.
