My client needs to write large amounts of data which will fill multiple data
cartridges, and has a requirement that each cartridge carry a standard tape
label, where the labeling is sequential: e.g., first cartridge label is
"VOL1", second cartridge label is "VOL2", etc. The output must be in EBCDIC.

Can this be done through FCOPY; or is there other software in the user
library or elsewhere that will do this?
