The US did close the border -- or at least called a halt to border crossings
-- with Mexico for about two hours in El Paso and I believe slightly longer
in the San Diego area until the threat level could be either reassessed or
more Border Patrol agents could be stationed at the checkpoints. See for

Bruce is correct in that technical closure never occurred, but substantially
increased security screenings were put into effect, making the movements of
any suspects substantially more difficult, effectively closing the border to
them.
