This can be done in steps.  The files and address book can be moved easily.
I have done so twice.  Any message rules and the account setups are a
different story.

Save the Address Book:
From them main window, select FILE\EXPORT\ADDRESS BOOK, and choose
"Microsoft Exchange" which will create a ".wab" file.  Move that file to the
new pc, and place it somewhere where you can get to it easily.

Save any Existing Emails:
Select TOOLS\OPTIONS\MAINTENANCE\Store Folder, and find where the files are
being kept.  Cancel out of the dialog box without making any changes.  Then,
with the application NOT running, copy all files from that directory (they
will end with .dbx and .txt) the files to the new pc (but do not place them
in the default directory).

On the new PC:
When you start OE for the first time on the new pc, use the
TOOLS\OPTIONS\MAINTENANCE\Store Folder option again, and point the software
at the directory where you stored the copied files.  OE will recognize an
existing structure and prompt you asking whether or not to take it on as the
default.  Answering yes will rebuild whatever directory structure they had
previously.

Restore the Address Book:
From the main screen, select FILE\IMPORT\ADDRESS BOOK option and specify the
.wab file you saved in the first step.

I've never tried to move the rules or account setups, but maybe someone else
can help you there.
