Actually, I've managed to buy 917lx systems for under $8000 used (even HP
direct sold an under-memory-configured 917lx for about $7000). We also
picked up a used 922lx system for UNDER $3000 w/dat, 1.2Gb disc, and 40Mb
memory. They're out there folks...just gotta search for 'em!
 
Now SOFTWARE (and SOFTWARE SUPPORT)...that's another issue! I add my vote
to a low-cost developer package WITH HP support; though if the posix shell
was fixed up a bit (as Jeff Kell noted) that alone would start getting more
people to look at the 3000 as a viable option.
