RE:  "The Music Man"

I think it was River City.  I've forgotten the exact quote, but the Music
Man uses the (imagined) decline of the city as justification for starting a
band, and thus, selling musical instruments to the city.  During his speech
he refers to the problems "...right here in River City".  The character
played by Ron Howard sang about Gary Indiana (with a lisp, I seem to
remember).
