While it won't show you, which programs might have dtc terminal
ports open unexpectedly (could be interactive sessions or even
serial devices opened programmatically), you might find two CI
variables helpful in regard to user limit...

 :SHOWVAR HPUSERLIMIT
 :SHOWVAR HPUSERCOUNT

Ot would at least allow to check "before" and "after" certain
activities to see if they counted against the user limit or not.
SHOWDEV on DTC devices configured as terminal might help to find
all the contributors from serial ports.
