I can validate that $CTUL / $CTUR are valid file descriptors for FCOPY.
I don't think it extends anywhere beyond that.
Our original HP3000 migration (away from an IBM 360/30) involved running
source card decks into a disk file, copying the source file to tape,
then dialing up to an HP 3000 in Atlanta at the HPRC to try to convert
the cobol junk to HP-speak and compile. We did lots of copies with the
$CTUx mnemonics.
