Thanks all for the comments,

so to continue to elaborate on the issue. 

We have 1 Reflection 'file' 
Below is the example
Production LAN1 - 10.1.2.3 log on as mgr.test, run designer, create new design success
Development LAN1 - 10.1.2.4 log on as mgr.test run designer, create new design, fail e.g. hang, have to break out of the program
Development GSP - 10.1.3.4 log on as mgr.test run designer, create new design, success 

So in the above scenario, we are using 1 reflection settings file for all, so the ONLY thing that is changing is the IP, meaning typeahead is not the issue, security can't be the issue, can it, same system different 'connection method' one way fails, one way works.

we think it is specific to the NS3000 network, but don't know where to look. 

For the record, typeahead IS disabled via variable, as well as reflection.
