I am not the networking expert, but the dropped packets are probably not the problem.  I notice that you are seeing a lot of 'broadcasts'.

This usually happens if you have a lot of chatty windows servers on the same subnet.

Can you segment the switch to not send broadcasts to the HP?

You may want to look at your TCP Global settings in NMMGR and/or

NETTOOL.NET.SYS --> RESOURCE --> DISPLAY
