I place the ALTSEC SYSSTART;ACCESS=(R,L,X,W,A:CR) within the sysstart
file itself. That way if I forget, it will resecure it next boot. It's
also a good reminder to do it.

Yes, you need to place a STARTSESS command in your SYSSTART file which
includes the embedded password for the operator logon.
AND, now that you have a password in that file, you should alter its
default security to prevent all from being able to read this file, as
follows:
:ALTSEC SYSSTART;(R,L,X,W,A:CR)
It would be nice if there were a SESSIONSECURITY command for sessions
that
could avoid the use of such embedded passwords - as with job streams
when
the PASSEXEMPT option of the JOBSECURITY command is utilized.
