Joe, thank you so much for underlining my point exactly.

According to you, if we know that a group is going to detonate a nuclear
bomb in the middle of one of our cities, we should just let them do it
and then arrest them.

Denys is correct, We should arrest people long before they do anything
and get them to confess to crimes that they would be committing.

And why not we are all terrorists before we do anything, like guilty
before proven......etc...
