This sounds like the theme of  'Pre-Crime detection' from the movie
'Minority Report'.
As I recall, the movie was about a trio of telepaths who could predict
crimes.  Kinda like,
our government agencies (CIA, FBI, and who else?) trying to predict the
crimes of terrorism.
In the end, the telepaths ability to predict crime was comprimised by one
individual,  being
and acting above the system.  Is there a parallel to today in America?

Where is Scott Frank, screenwriter of Minority Report, when you need
him...
