Finally, a solution has been found by my network folks! As I
understand it, this is a deficiency/bug/problem/feature in Microsoft's
Proxy Server. The solution is Surrogate Socket, a product from
Educational Technology, http://www.edu-tec.com/surrogatesocket/

Surrogate Socket let our network guys set up an internal 10.1.21.x
network where each address is mapped to an external ftp site. For
example, our internal 10.1.21.4 is mapped to HP's 192.151.11.14. From
an HP3000, an ftp to 10.1.21.4 now results in a connection to
192.151.11.14.
