If I understand your question well, you need to re-install POSIX.
Here what you need to do:
1.  :RESTORE @.HP36431.SUPPORT and I0036431.USL.SYS from the FOS tape.
2. :STREAM I0036431.USL.SYS

This job will explode all HFS name space to the MPE file space.

Just catalog HPPXUDC.PUB.SYS and you should be ok.  Access the shell with
:SH
