I don't know all the specifics, but.... I think there's three different levels at which the session limit is or can be configured: 1. Hardware limit...basically your user license limit configured by factory or your CE. 2. SYSGEN limit, which does I believe does require a reboot. 3. LIMIT command, which cannot exceed 1 & 2 above. I just had to change the SYSGEN limit yesterday and restarted the system last night.
