An HP200LX with, say, a 20MB Flash RAM Card and Reflection for DOS.
Yes, it's DOS-based, but there's a hell of a lot more DOS software than
there is software for Windoze CE.

Also smaller, lighter, cheaper, and faster (more responsive).

The 20MB card will stacker to ~35MB, letting you store a lot of data
and applications.

Mine currently has: Procomm+, Reflection, APL interpreter, C compiler,
Derive (symbolic math package), Adventure, Dungeon (Zork), MS Flight
Simulator, copy of the Jargon file, assorted electronic books, a copy
of The Eye of Argon, PGP, PKTGOLD, a Moving Map / Flight Planning package,
A satellite tracking program, Sierra's Hoyle, Holye2, and Leisure Suit
Larry III, Basic Stamp development kit, UTIL Forth, Smalltalk development
system, vi editor, Vertical Reader (lets you hold the palmtop sideways
like a book to read text documents and ebooks), XTree Gold, Turbo Pascal,
and Windows 3.0.

Try that with a CE machine.
