The idea of a 4-user platform is to take advantage of user-based pricing to make the systems more attractive to small users. An issue I didn't address in my article is that Client/Server technologies, as you point out, effectively bypass the user count. This seems to be a good reason for HP to NOT offer a 4-user license.
