Maybe these companies have developed this *sneaky* policy to keep their existing programmers on their toes. It's probably proven itself to be an easy and cheap means of motivation capable of squeeeeezing the last grams of effort out of 'em. Sounds like : "Hey, never mind bonuses and pep talks and all that. We'll have no fat cats around here. Let's run an add that matches their job description.
