I vote for (a).  If you're using a job to access the data base, it would work
better.  Perhaps the option could be configurable so sites no using ODBC would
not incur the overhead.  In other words, allow each site to pick which option
(a, b, or c) they want as the default.
 
Also, keep the SigImage stuff here.
