Are you connecting the modem to modem ports?  On a DTC48 this would be a port
on a card
with 6 25-pin RS-232 ports.
 
When configuring your incoming modems ports be sure to set Modem Behavior =
Standard DCE.
 
Setting the Modem Behavior as Standard DCE should cause the DTC to log off any
prior
sessions when the modem drops the signals:  Data Set Ready and Carrier Detect.
 
Another 'trick' is to configure the modem to keep the line speed to the DTC
fixed.  What
this means is that regardless of the speed of a dial in user's modem.  The BAUD
between the
modem and the DTC is fixed at a particular rate.
 
A combination of the two items above would account for a new person dialing in
getting no
response.  (You see he is landing on the other dial-in session but the Baud
rate may have
changed.)
