As of the MPE 5.0 release, this is a true statement.  If you attempt to use tar
to backup programs and other files with special attributes, you will not be
able to easily restore your system in the event of a failure.  The tar program
in the 5.0 release is primarily to be used as a communications utility between
unix and MPE.

Add to the list the MOVER utility as of 5.0 Express 2.  aka RYDER from JAZZ.
Free from HP in both cases.
