Interfaces to areas such as job & process management, the spooler, etc. The AIF:MI is access to the measurement interface, and is of interest primarily (only?) to those writing performance measurement tools. AIF:PE, Procedure Exits, provides capabilities to intercept calls to MPE, subsystem, or other interfaces. : 2. I think the MI and PE products are $10K each (again, that was the original price; I don't know if they have changed). : 4. Well, this is like asking if it's technically possible to watch HBO without paying the monthly fee. I'm sure that with sufficient effort, it could be done. Then, one day you'll be driving to work, and there on the corner will be an AIF engineer with a "Will program for food" sign.
