The United Nations is UPSET because there is interest involved. The US s is suppose to be reponsible for 22% of the repayment about. This is not finalize until Congress has approved. Given all the issues that NYC has with the illegal parking and such with the diplomates, it might seem better to put a new building somewhere else.
