You might look for migration software that convert PH dicts into some other format that can interface with ERWIN. Failing this, you can try it yourself (which I had to do some years ago). QSHOW will produce a source PDL listing from a compiled dict which can be transferred to a modern platform, parsed and converted into, say, SQL definition statements. The parser program is a chore to write but once done you can plow through PDLs and build relational versions of IMAGE bases on demand. The big problem is amoung dict versions as the PDL syntax produced by QSHOW tends to change. Numeric definitions and data types like PHDATE are always trouble. Nevertheless, this will work. If you have Cobol definitions of the data sets, then use them instead.
