Are you sure you want 1 3 3 1?  This is for (1/2)^3, or 7/8ths, 3 chances
of 1 in 2.
(And the expression you had is 26/27ths.)

Of course of you take 1 3 3 1 and insert a=2 and b=1 (and divide by 3^3)
you get:  8 12 6 1, again with the 1 - 1/27
