Or does it not >make any difference? As a general rule, the short answer is to change the master set capacities first before repacking any details. This is because in repacking details it is likely that the entries will be move to other locations in the set, making it necessary to also update the master chain pointers. If there is less empty space in a master set, the detail reorg process will have less empty space to read through when updating master chain pointers.
