We no longer use HP 3000's where I work but I could take a stab at it:

In our shop we use Reflection versions 6, 7, and 8 (I am using 7.00 on
a Compaq Presario 1247 laptop which isn't speedy by any means) and
connect to HP9000's over our LAN or via modem to customer sites. We have
an HP9000 E55 running HP UX 10.20 on our LAN. I don't see a difference
in response or display time using Reflection, 700/60, /92, or /96
terminals. All I've done with Reflection is turn off all toolbars, leave
the menu and status bars, add a couple menu items, make a green screen
that looks similar to the 700 series terminals, and mapped a couple of
keys. We program mostly in HP Eloquence.

Since Reflection is on the LAN and the terminals are serially connected,
I suspect something in the network itself. Maybe there's a routing
issue somewhere. Try running a traceroute from your PC to your HP3000.
The command is "tracert" without the quotes (TM) on a Windows box. It
takes a host name or IP address for an argument. It shows how long in
milliseconds it takes to get from your PC to each node between your PC
and the host.
