The JOBPRI command is what you need to look at.

:help jobpri

JOBPRI

     Sets or changes the default execution priority for batch
     jobs and sets a maximum execution priority for batch jobs.

SYNTAX

     JOBPRI [maxsubqueue][,defaultsubqueue]

They need to change the MAXSUBQUEUE to CS to allow jobs to log on.
