Most absentee ballots coming from overseas to Florida are from US Military or
retired US military or US Embassy employees.   These people use the APO/FPO mail
which is US Post mail traveling through the US Military mail channels.   While
working for a US defense contractor, we had US APO mail privilages in Saudi
Arabia.   It is consider the same as mailing a letter here at the local post
office in your own town.

If it is possible to get a "fake" post mark out of your local town, then it is
possible to get a fake postmark from the APO/FPO.
