Hey... I had that happen to me. If memory serves me correctly I had to do a
'chmod u+rwx testparm' followed by a 'chmod go+r-w+x testparm'. An 'ls'
afterwards gave me the following display:

 -rwxr-xr-x   1 MANAGER.SYS       SAMBA     370432 Jun 21 14:27 testparm

I try to start samba on my system, I changed the smb.conf file, and when I
