It's been a long time since I was a User Interface engineer, but I can offer you some insights. The "Unable to create new session" error is issued when MPE cannot obtain all the resources a session needs. Since you've already checked the JOBFENCE, you need to look deeper. Are other system tables full? Can the user create a $STDIN and a $STDLIST (i.e. is the Spooler up & running & not full of spoolfiles)? Etc. It could be any number of reasons when new sessions can't be created.
