Noam,
  So far as I know, persistant ALLOW is still on the way.  However, there's a
CSL program called ALLOWME which, when run, checks in a definition file and
ALLOWs the user who runs it whatever is listed for him.  You could then have a
logon UDC which runs ALLOWME and get basically the same result.
