Sort of; reply-all typically goes to everyone mentioned in the header--this
includes the originator as well as all recipients. Usually, the originator
and all "normal" recipients will go into the "To" list, and "CC" recipients
will stay in the "CC" list of the response.

Actually, most news readers use "follow-up" for a response to the group
(article), and "reply" for a direct response to the poster (email).
