Assuming that the program works with some users (like MANAGER.SYS) but not
others, you will
need to be sure that users who encounter this error have sufficient
cabability to execute the
program.  Try adding  "PH" capability for any users that get this error.
This error
generally indicates a capability problem, not a permissions problem.
