The Learning Anytime Anywhere Partnerships (LAAP) program funds innovative
projects to broaden access to technology-mediated education that is not
limited by time or place.  Projects must be national or regional in scope
and focus on postsecondary education or lifelong learning.  LAAP encourages
applicants to think big and take risks to use technology to address the
biggest challenges in education.  Some possibilities include project that

* develop and assess model distance learning programs or innovative
educational software
* develop methodologies for the identification and measurement of skill
competencies
* develop and assess innovative student services
* develop and implement courses, certification or degree programs
* develop non-credit learning experiences that prepare students for
employment

LAAP partnerships can include institutions of higher education, consortia,
state systems, accreditors, associations, community organizations,
publishers, hardware or software companies, employers, state or local
agencies, or others that can contribute to the project.  The grants can
fund both established and newly-created partnerships.

LAAP preliminary proposals are due in mid-January.  To access the
