START RECOVERY is also required to properly recover TurboImage transaction log
files.

Not unless you're running MPE/V or MPE/XL 1.x.

Since the introduction of the MPE/XL Native Mode Spooler, there is no
difference in system startup between RECOVERY and NORECOVERY as far as
spoolfiles are concerned. "RECOVERY" ought to be called "RESTART JOBS THAT
HAVE ;RESTART" since offhand I can't think of anything else it does relative
to NORECOVERY these days.

Since the dawn of time (or at least MPE) people have assumed that there are
differences in the integrity of files after a WARMSTART versus a COOLSTART
or a START RECOVERY versus a START NORECOVERY, but there are essentially
*no* differences whatsoever (other than the obvious things like a COOLSTART
deletes your spoolfiles, etc.). A WARMSTART or START RECOVERY does not rely
on, or make use of, the contents of memory for example.
