Jean-Paul the correct syntax says you should put all the hosts and/or
networks on one line.
This means:

smbd allow 195.40.50 133.1
telnet allow 195.40.250 193.9.129
ftp allow 193.9.121 191.2

The second network in your ftp allow is not like the arpa standards, it is
a group of 253 networks, should that be so?

If you are running MPE/iX 5.x or lower, it will not work, because
ftpmon,ftp.sys does not read INETDSEC.NET.SYS.

Why telnet does not work I am not sure.
