Depends upon what you mean by "been in every version".  As shipped, it isn't
*in* Win NT 4.0.  It is, however, available on the WIN NT 4.0 CDROM, and
you can install it onto your machine from there.

Warning: each of the last two times I've tried to install the VPN
software onto my Win NT 4.0 Server machine, I've ended up with a machine
that is *UNBOOTABLE*.  I've had to backout of the attempt, and succeeded
only with a great deal of luck.

Denys, of course, has probably installed it with ease on every NT machine
box within his reach :)
