Common sense tells me that I'd never veto a patch because is wasn't stageable.
My comment was more of a "maybe if I say it, it will eventually come true" kind
of statement.       :-)  :-)

Well, it works for PowerPatches *if* you decide to veto those few
patches from the PowerPatch bundle that are not stage-able. Patch/iX
will show a "stage yes/no" column after doing the full qualification
and give you a chance to skip those patches that you don't want/like
because you prefer the faster stage-installation.

Your milage may vary.
