FTP through INETD

I would like to know if there is a way to have FTP running on MPE/ix 5.5
through any other means than the JFTPSTRT job.  It would be ideal to be able
to setup FTP as a service ran through INETD.

I added the service in the INETDCNF file but I cannot find a command and
parameter that works.  Is there a trick to this or is it even possible?
