You think you're kidding? :-).
Actually, if it were 50 years ago, your scenario might well have been tried.
When the artificial reef program was first begun, people dumped everything
imaginable. However, it was quickly discovered that anything the size of a
car or smaller was too subject to the motion of the tides to be useful and
not stable enough to form the nucleus of a new, permanent reef. Now, only
things the size of oil drilling rigs and old destroyers are used.
