About as limited as Windows NT? :)
I'm aware of only two full-fledged defragmenters for NT (the leader, DiskKeeper,
and one other whose name I can't recall).
With MPE, you have three choices:
VOLUTIL:CONTIGVOL, which is free and provides minimal capabilities
(and doesn't have any single-file defragment capability)
De-Frag/X from Lund Performance Solutions (plug)
SSM (DSM?) from Bradmark and/or Solution-Soft.
(I chose WinNT instead of Win95 or Win98 carefully...Win95 had more
alternatives, including a bundled free one :)
